IT Strategy and Implementation Planning for a Local Council

The Project
Xantus was engaged to create a new IT sourcing strategy, incorporating applications and infrastructure, for a Local Council, its Districts and Boroughs.

The project was in support of a wider initiative to enable the Council to become more customer-focused, reduce its service cost base whilst improving services.

Xantus' Approach
Xantus developed the ‘AS-IS TCO’ cost model and undertook a benchmark of service costs, usage tariffs and service level comparison against peer group supplier contracts.

An optimum sourcing model was recommended to meet service level requirements and cost reduction objectives, without unacceptable levels of risk to service provision / performance.

Xantus went on to review the existing service delivery architecture and deliver a service roadmap incorporating a future architecture strategy for technology and applications.

The future IT/IS organisation structure (people and processes) was defined and a detailed business case and supporting financial justification produced.

Supplier evaluation was undertaken covering service integrators, hardware-based suppliers, application maintenance suppliers, service tower specialists and inventories for the tender documentation and due-diligence process provided.

The Benefits
Xantus delivered a multi-sourcing IT strategy which identified 12% cost reduction opportunity including project procurement, transition and delivery costs.
